The reeve hsd previously refer- red to the pleasant relations which had existed amongst the members of the council through- out the year and had thanked them for the work for the dis- trict which hsd by their eiforts been accomplished. Eiforts should be made to ob- tain more satisfactory terms of agreement in connection with the erection of new street lights, the exit!ting agreement as to cost having been made at a time when the rapid growth of the Municipality could not have been assured. It is also suggested that a revision of the Municipal Electrical By-law wouk) be in order at this time. 6.--HEALTH. The time has arrived when, in the interest of sanitation, the present location of garbage dis- posal should be discontinued, and removed to a more suitable area. A study should be given tr sewage disposal in 3 sectier. Uc the hiunicipality where popula- tion is increasing and the ground is non-absorbent, it being possi- ble that n solution might be found under a system of local improvement. 7.--FIRE Gradual improvement should be made in our fire-fighting system, and the Federal Gov- erment should be approached to provide some means of fire pro- tection in Caulfields P a r k through the construction of s road, and installation of water- pipes and hydrants. The Town Planing Commiss-, ion snd a Building Committee. after lengthy deliberations, have now completed their labors in connection with both by-laws, and after perusal by our legal department, the same will be presented to this Council for their approval. I would ask that the Council then authorize the Town Planning Commission to make a complete survey of parks and beaches ss a basis for grad- ual development over s period of years as and when financial circumstances permit. It is hoped that 3 highway will be completed this year to Powell River, and that s connect- ing ferry system will be inaugur- ated from West Vancouver. The Council is urged to support in every way the following plans which are now under serious &lis. cussion. l. A crossing of the First Narrows. 2. Establishment of Garibal- di as s National Park. 3. Extension of Marine Dr. to Squamish, Gacqbaldi and Lillooet In conclusion may I ask for good - will and co - operation among Members of the Council, in the hope that we msy assist in solving many difficult prob- lems, thus gaining the confid- ence which the rate-payers have so generously placed in us, and expressing our unbounded faith in the future of West Vancou- ver as destincxi to become the 15th and Marine LIMITED I'hone West 115 W.
