At 12 p. m. wednesday, Mayor-elect AU. H. Allalkin will take his place in the new council chamber in the Hold- en Building and call the roll of 12 aldermen. Rev. C. A. williams, who has been chosen by the chief magis- trate as the mayor's chaplain for 1929, will be called upon to de- liver the invocation, after which leather-bound copies of the Am- algamation Act will be signed by the mayor and council. Each of t)ie aldermen wil] be presenterl with civic archives. Following the inaugural ad- dress of His worship, the coun- cil will adjourn to Hotel Van- couver, where thealdermen will be guests of Mayor Malkin at lunch. The meeting will resume at 2.30, when the procedure bylaw will be introduced and passed standing committees appointed, minutes of the council-elect a- dopted and other routine busi- ness transacted. The board of trade appointed a committee to look into the by-law, and, asked for their recom- mendations on the subject by the council, advised that it be changed to conform more with the needs of the District. Building in AVest Vancouver has declined this year as com- pared with 1927, but there is no need for pessimism, as this is a condition which has applied throughout every district in Greater Vancouver. There is this difference, however, that in our district the decline represented a decrease in buildings erected by those who were building their own houses and consequently we have few new vacant up-to-date houses for sale. In other districts the decline was caused by the in- ability of builders to erect further homes for speculative sell- ing because of the number of new houses already built for which no buyers could be found. Further the class of houses built in 1928 shows an average of $2500 as against $2300 last year, which is a cause of congratulation. A number of new store blocks have been erected during the year, which have added greatly to the appearance of the business sections, and, while possibly some of those responsible for their erection dis- counted the future, it will be only a short time before they will be occupied. The postal service remains unfortunately that of a small cattle town instead of the most up-to-date suburb in Greater Vancouver, and this in spite of all efforts to have the extremely unsatisfactory conditions remedied. Due, however, to the exertions of the Board of Trade, a more frequent mail service both incoming and outgoing, has been established this vear. Hollyburn Post Office should be housed in a proper building, a»d it should be open the regular number of hours every working day. At present neither of these conditions obtain, and they continue to be a cause of such increasing irritation that it is hoped the situation in both regards will be rectified in the near future. For a number of years the municipal hall has been entirely inadequate as regards accomodation, and valuable papers had to be kept outside the vault for lack of room. These very unsatisfactory conditions were this year straightened up by the erection of a handy&me addition to ihe hall at a cost of $ 12,000. Street lighting has been extended to the eastern boundary of the municipality, and to a large area Iiorth of Hollybui~, while two large areas were given lighting seiw'ice, and many new sidewalks laid. Altogether KVest Vancouver has made considerable advanc- es during the year, and we can look forward with confidence to 1929, which gives every promise of being a banner year for the municipality. AVHAT IS EDUCATION? Education can only d velop and unfold; it cannot create any- thing new. Education gives man nothing which could not have developed from within himself. Therefore, education may be de- fined as the harmouious devel- opm.nt of our faculties. It begins in the nursery and continues through life. It means something more than informa- tion, something more than small intelligence. Man needs educa- tion, not mei'ely as a means of livelihood, but as a means of life. "Every person," says Gibbons, "has two educations--one which he receives from others, and one more important, which he gives himself." All that any school or college can do for a student is to help him lay th foundation upon which he can build throughout life. The school can lay the foundation only; self-education must erect the structure. Education emancipates; it frees the soul of sensuous envir- onment and carries it into the realm of true knowledge.
