BRIDGE TRAFFIC SHOWS FALLING OFF The approach of the cold weather has already had an ef- fect on the Second Narrows bridge traffic. There was a slight decrease in the number of persons and vehicles using the bridge last week end, although the officials were kept busy on Sunday. Cooper, recent Warden of the New EVestmi»ster Peniten- tiary, and previously in charge of similar institutions in Eastern Canada, addressed the Club. The speaker dealt extensively with Crime and its cure, referring particularly to many prison re- forms carried on in the last few years, and of changes which will take place in the»ear future, through the pressure of public opinion. He deplored the tendency of extreme sentimentality in the handling of prisoners, such as is shown in many penal institu- tions in the United States, and ~vhile not advocating harsh methods, he believed that stern discipline and daily routine in useful manual labor is the only solution to the problem of chang- ing a criminal into a right thinking citizen. The speaker believed that to the lack of home training, evil environment in younger years, and hereditary traits could be traced most of the underworld activities. Records show that among convicted criminals in Canada, not a single instance could be found of one who had belonged to a Boys'couts or- ganization or who had served an apprenticeship in manual train- ing. Public opinion is now de- manding that first offenders should be segregated from associations with hardened and habitual criminals. Col ~ Cooper declared that the great difficulty in preventing re- leased prisoners from being a- gain convicted was in finding them suitable work whereby they could again become useful members of society.
