AIR FORCE CLUB COMMITTEE APPROVE CONSTITUTION The executive committee of the Air Force Club of B. C. tent atively approved the constitution of the Aero Club of B. C., the body replacing it, at a meeting Wednesday night. The rules of the new organization permit the acceptance by the Vancouver unit of two light airplanes donat ed by the federal government. The club will provide and main tain aircraft for use by and in struction of its members desir ing to qualify as pilots. It will obtain airdromes, hangers and other necessary equipment. Membership in the new club is confined to three classes: Active, those who fly and desire instruc tion for private and passenger pilots' certificates, ordinary, those who seek to encourage fly ing, and honorary, special life members appointed by the board. Mrs. Taylor, who has recently returned from Vancouver and is occupying her own cottage at 21st and Bellevue, entertained at a small bridge on Saturday- evening, the 12th inst. FILMS OF GREATER VANCOUVER TO BE SHOWN When the annual meeting of the Greater Vancouver Publicity Bureau is held in the Hotel Van couver next Wednesday evening P. Philip, deputy minister of pub lic works, will be the chief speak er. Two moving pictures will be shown, one entitled "Canada's evergreen Playground," and the other "Fifteen Minutes from Skyscrapers." They are films taken in and around Vancouver and widely distributed in Can ada and the United States. Annual reports will be read and directors elected for the en suing year. Objects (o Terms of By-law (Continued from Page 1) on the Bylaw the votes of the ratepayers resident in Vancou ver ami elsewhere outside the Municipality who were influenc ed bv newspaper publicity, edi torials and high powered election methods and who were not in touch with local public opinion or conditions, and who were not present at the public meetings when the question of Economy was discussed, it will at once ap pear that a very large per rent age of the ratepayers decided that "it is NOT in the best inter ests of economy" to pass the By law. This view was held by many prominent ratepayers, in cluding three Ex-Reeves, namely Gisby, Morgan and Proctor, who were unalterably opposed to the Bylaw in the form submitted from the economic viewpoint a- lone. Therefore the clause is un true. (2>. It is stated that no satis factory alternative to the meas ure has been submitted. The Council is the only body who can submit measures to the ratepayers, and in view of the scant courtesy extended to the Resolution of the Ratepayers' Association by the Council when sent, and when it is considered that three of the Council were present at the public meeting held when alternative sugges tions were made, it seems sur prising that such a clause as the one I am now discussing should ever have been passed by the Council. A number of the ratepayers, including myself, publicly stated that they were in favor of the Bridge but against the Road pro posal as submitted. At the pub lic meeting, when three of the Council were present, I suggest ed, along with several others, that if the council would submit a well considered road bylaw for the widening of some of the narrow curves and repave part of the road between West Bay and Whytecliff, then such a By law would receive our support. We were, however, strongly op posed to the widening and re paving at the present time of that portion of Marine Drive be tween Capilano and West Bay, and certain parts of the road west of West Bay as being un necessary. This contention by us has since been substantiated by the figures of estimated cost of repairs con sidered at the last Council Meet ing, as follows:-- Mile One (Capilano). . $1,314 Mile Two..................... 1,622 Mile Three.................. 1,830 Mile Four.................... 1,709 Mile Five .................... 1,281 Mile Six ..................... 1,702 Mile Seven.................. 1,632 Mile E igh t.................. 1,732 Mile Nine .................. 6,506 Mile Ten .................... 10,830 Mile Eleven................ 3,982 Mile Twelve................ 249 From the foregoing it will be seen that even your own engin eer's figures confirm that only approximately three miles (9-11) of the road between Caulfeild and Whytecliff are in such bad shape as to need resurfacing. Had the Council brought for ward a considered Bylaw for the road as suggested, and another one for the Bridge, I am satisfied that both these would have re ceived the endorsement of the ratepayers. Might I state in closing that the suggestion emanating from the Council that there is any antagonism of East against West is only propaganda as the day of Sectionalism has long passed in our municipality, and in the Bylaw in question the ratepayers turned down the Bylaw not be cause it was to repave the road in the West end, but because the proposal for widening and resur facing the road in the East end from Capilano to West Bay was unnecessary as well as only parts of the road west of West Bay.
