W i t h that in m i n d , the N o r t h S h o r e A r t s C o m m i s s i o n has been a s t r o n g v o i c e in helping t o p r o m o t e , d e v e l o p , and establish a c o m p r e h e n s i v e public art policy. D e v e l o p i n g an integrated policy, w h i c h a d d r e s s e s the social, c u l t u r a l , political, h i s t o r i c a l , and e n v i r o n m e n t a l c i r c u m s t a n c e s of t h e C i t y and t h e District of N o r t h Vancouver, mirrors the t r e n d in o t h e r B C c o m m u n i t i e s t o r e c o g n i z e t h e significance o f the arts t o t h e e c o n o m i c and cultural health of c o m m u n i t i e s -- a s w e l l as ^ ^ ^ 13 t h e r o l e it plays in a r t i c u l a t i n g and e n h a n c i n g public space. To a c c o m p l i s h the task of i m p l e m e n t i n g a public a r t policy i n t o o u r by-laws, a v o l u n t e e r g r o u p of artists, a r c h i t e c t s , landscape a r c h i t e c t s . municipal staff, and c o u n c i l l o r s have p a r t i c i p a t e d in a Public A r t Policy Steering C o m m i t t e e to develop a unique and place-specific f r a m e w o r k for N o r t h Vancouver. Phase I: Setting the stage. Phase I reflects the needs and aspirations of the t w o c o m m u n i t i e s w i t h r e s p e c t t o public art and establishes t h e i m p o r tance of having a policy in place. D u r i n g Phase !, w e d e v e l o p e d a miss i o n s t a t e m e n t , guiding principles, and goals. A l s o d u r i n g Phase I. w e s t u d i e d t h e d e v e l o p m e n t and effects of public art in a n u m b e r of N o r t h A m e r i c a n cities. It is e v i d e n t that c o n t e m p o r a r y public art has e v o l v e d f r o m a reliance o n m o n u m e n t a l s c u l p t u r e and w a t e r fountains t o a d i m e n s i o n a l interplay of m u r a l s , s t o n e relief, s c u l p t u r e , tilew o r k , architectural ornamentation, landscape design, and engineering p r o j e c t s . T h e emphasis has c h a n g e d f r o m stand a l o n e " p l o p " art pieces t o a m o r e c o l l a b o r a t i v e effort. A r t i s t s are invited into the planning stages of a development, integrating ideas w i t h engineers and architects, city and social planners, landscape architects, and anyone else w h o usually joins the development team.Together they identify places w h e r e art c o u l d be applied as an e n h a n c e m e n t t o alreadyn e e d e d features, for instance, art o n glass, art w i t h i n tile and mosaic floors, innovative t r e e grates and stands, m a n hole covers cast into art f o r m s , painted designs along subway and freeway c o n c r e t e w a l l s . T h e list goes o n and o n ! Phase II: Developing the policy. W e Mackie presented a workshop, r e c o u n t i n g t h e challenges and o p p o r tunities involved in d e v e l o p i n g a public art policy, t o invited municipal e m p l o y e e s , c o u n c i l l o r s , arts a d m i n i s t r a t o r s , and public a r t a d v o c a t e s . Based o n his vast e x p e r i e n c e , he e x p l a i n e d that w h i l e public a r t r e q u i r e s an e n l i g h t e n e d attitude, t h e art of making places public f o s t e r s that attitude. It was an informative and inspirational day. W e d i s c o v e r e d h o w w e can i m p l e m e n t a r t w o r k s into t h e e n g i n e e r i n g p r o c e s s -- m a k i n g art n o t o n l y f u n c t i o n a l and c o s t effective but also p a r t of t h e d e v e l o p m e n t process. Presently, w e are l o o k i n g at art o p p o r t u n i t i e s w i t h i n the N o r t h Cates Park Totem by Ken Mayo k i c k e d off t h e s e c o n d stage w i t h Jack M a c k i e , r e c o g n i z e d as a " m a v e r i c k " w i t h m o r e than 19 years of i m p r e s sive e x p e r i e n c e and c r e d e n t i a l s in t h e field of c o l l a b o r a t i v e public art.
