April 2000 LIBRARY NEWS Ih[ Memorial [leRfleYFoufiomioN It is spring again and time for the annual campaign of the Library Foundation of West Vancouver. In April, the first letter will go out to people who have contributed in the past. In May, a large mailing will go out to all homes in West Vancouver. In 1999, over $55,000 was raised in the annual campaign. With funds from this campaign, we were able to keep a special index that was the product of many years of work by Library staff. It is an index of local and regional publications or books and publications that include chapters on subjects of local interest. The indexing has focused on local issues and events, but includes items with general Canadian content. In addition there are actual facts and information which we call “Quick Referenceâ€. For example, many years of the consumer price index for this area are available as well as some little known facts about the Lions Gate Bridge. Thanks to the Annual Campaign of last year, we were able to purchase the software and technical assistance to move this file from our old computer system to the new one. This move is currently underway. The information will be available in our new Community Information Module on computers in the Library and from home. The Annual campaign and your generosity enable the Library to do special projects like this without asking the Municipality for additional funds. Our thanks to the Foundation Board which works so hard on the campaign and to the generosity of all the patrons who give each year. For more information please call 925-7424. Each volume deals with a particular geographic ecology, e.g. savannahs, deserts, rainforests, oceans, etc. The text is well illustrated, researched in accordance to academic standards and the principles of UNESCO’s MAB (Man & Biosphere), and the set finds its inclusive index in volume 11. Despite the apparent stability of international boundaries laden with border guards, customs officers and threats of arrest, today’s frontiers are in fact anything but undisputed. We hear about them everyday - the border disputes between India-Pakistan, Armenia-Azerbaijan (Nagorno-Karabakh), Spain-Britain- Gibraltar, U.S.-Cuba-Guantanamo - the list seems endless with some 85 major boundary demarcation problems throughout the contemporary world according to the reference book Border & Territorial Disputes. Unrecorded in this reference source and perhaps unfamiliar to most Canadians are the boundary conflicts within our own country. The annual 2000 issue of Canadian Geographic reveals a number of such internal disputes. The contentious Labrador-Quebec inter- provincial boundary established by the British Privy Council in 1927 is not officially accepted by the province of Quebec. The newly established territory of Nunavut, on April 1, 1999, has provoked discord with the Alliance of Manitoba First Nations, claiming the federal government infringed on its treaty rights. Then, there is our international dispute with the United States over Georges Bank, whose demarcation was ruled on by the World Court in 1984. Nevertheless, New England fishing crews feel the decision was unjust and continue to fish the Canadian side of the boundary.
