September ’S4 LIBRARY NEWS FROM THE GALLERY art of the Memorial Library*s mandate is to provide a showcase for artists on the North Shore, enabling them to exhibit their works in the Library's fine new gallery. The gallery, situated in the east part of the building on the main and lower floors, was made possible by a grant from the Government of Canada. It has proved to be a popular venue with both the public and the artists. Each monthly exhibit is launched with a reception hosted by the Friends of the Library at which guests invited by the artist mingle and enjoy light refreshments. Normally the reception takes place on the first evening of the month and mns from 7:30 to 8:30 p.m. ! Whenever the artist sells a painting the gallery - i.e. the Memorial Library - gains a commission. Most sales occur at the monthly reception and these represent a fairly significant source of revenue for us. The understanding of Library patrons who may find the brief monthly receptions distracting is requested and appreciated. CCH International formerly published an updating service called Free Trade Law Reporter; in its place now is the NAFTA Watch. The National Planning Association publishes a periodical entitled North American Outlook, formerly Canada-U.S. Outlook. Both titles survey the economic ramifications for Canada, the United States and Mexico as the numerous sections of the North American Free Trade Agreement make their impact felt on the markets of these countries. The concept of STANDARD TIME, dividing the planet into 24 time zones, was a Canadian invention adopted at the 1884 International Meridian Conference held in Washington, D.C. The idea was developed by Sir Sanford Fleming, who was a surveyor and chief engineer of the Intercolonial Railway. He observed difficulties encountered by Canadian railway travellers in keeping proper time when journeying from Halifax to Toronto. STANDARD TIME zones were his solution, which was approved by all interested parties except "some religious groups who accused Fleming of being a communist and of proposing a system contrary to God’s will."
