Bom in England, where his father was serving as the Commanding Officer of the Winnipeg Rifles, Dr Moogk was educated in Holland, Ontario and Saskatchewan. In keeping with family tradition he served as a Reserve Officer with Service Battalions in Nova Scotia and B.C. Oxana Dexter, West Vancuver's Cultural Services Superintendent, who came to us two years ago from the position of Cultural Services Superintendent in North Vancouver, a position which included managing the Centennial Theatre there, is deeply involved in all things cultural in West Vancouver. Two years ago West Vancouver "borrowed" Oxana Dexter from North Vancouver, to rationalise and complete a somewhat floundering review of Cultural Services here. Ha: success in completing a comprehensive report resulted in her being hired permanently by our municipality. Her task now is to bring focus and stability to our cultural programmes, including the Museum & Archives, the Fary Building, the Harmony Arts Festival and otho* cultural activities >\hidi are important to West Vancouvoites. Oxana has completed a Cultural Services Operational Plan which includes the new West Vancouver Services Policy adopted by Council, and has been invited to speak to us as a follow-up to Municipal Manager David Stuart’s excellent presentation at our Annual General Meeting in April. Possibly because of his family background. Professor Peter Moogk has always been fascinated by "things military". The book "Vancouver Defended", which he co-authored with Major R. V. Stevenson, CD, the Regimental Historian of the 15th Field Artillery Regiment, RCA, covers the history of how mainland British Columbians responded to external military threats from the first defences in 1859 to the closure of the last coastal battery in 1949. This is the subject which Peter Moogk will cover in his talk to us.
